This topic covers how State agencies, ombudsmen, and financial institutions support consumers in Ireland. In the Junior Cycle exam, you will match consumer disputes to the right agency and compare how public watchdogs and commercial lenders assist customers.

State Watchdogs and Dispute Resolution

If a business fails to resolve a valid complaint, consumers can turn to State agencies for advice, regulation, or legal dispute resolution.

  • CCPC (Competition and Consumer Protection Commission) enforces consumer law, monitors product safety, and provides free comparison tools for financial products.
  • Small Claims Procedure offers an affordable way to resolve disputes up to €2,000 through the District Court for a €25 fee without a solicitor.
  • FSPO (Financial Services and Pensions Ombudsman) investigates unresolved disputes with banks, pension providers, and insurance companies for free.
  • ComReg (Commission for Communications Regulation) oversees mobile phone networks, broadband providers, and postal services.
  • CRU (Commission for Regulation of Utilities) regulates energy companies and public water services.
  • MABS (Money Advice and Budgeting Service) is a free State service helping people who face debt problems.

Services from Financial Institutions

Financial institutions such as commercial banks, credit unions, and An Post provide services that help customers manage household money day to day.

  • Current accounts provide debit cards, contactless payments, and direct debits so consumers can pay bills easily.
  • Credit facilities, including overdrafts, personal loans, and mortgages, give consumers access to borrowed money when buying expensive assets.
  • Digital banking allows customers to check account balances, transfer money, and review spending statements using mobile phone apps.
  • Online spending tools, such as loan repayment calculators and budgeting planners, help consumers organise their weekly finances.

Ownership models differ across institutions. A commercial bank operates to earn profit for private shareholders, whereas a credit union is a co-operative run for its members.

Comparing Consumer Agencies and Financial Institutions

Exam questions often ask you to compare how public bodies and financial institutions support customers. You should compare both across the same headings.
